Abstract: The Royal Commission into Victoria’s Mental Health System (RCVMHS) was established to address fragmented and inadequate mental health (MH) services, particularly for those with complex needs. The final report made 65 recommendations aimed at reforming the system over a 10-year period. ​ The RCVMHS stressed that co-occurring disorders should be treated as the norm, not the exception, highlighting the need for integrated care.​ Recommendation 35 calls for MH and AOD services to work together, ensuring comprehensive and equitable care for all, regardless of complexity.​ Key issues:​ Around 30% of those with mental illness have a co-occurring substance use disorder​; Up to 75% of individuals seeking AOD treatment also have MH issues​; The disconnect between MH and AOD services results in many; individuals "falling through the gaps“ ​ Importance of standardised AOD Screening Tools:​ Assess individuals' needs at the point of entry​; Enable timely and co-ordinated interventions, reducing care gaps​.
